You are using a version of Nisa, wicked whims and Basemental drugs that do not work well together. You might need to use the latest most updated version of those three mods, that should fix the issue.

The biggest issue is that you do not have or you do not have properly installed the Core Library from Lot 51. Most of their mods require that library to work, you can read about it and download it here: Lot 51 Core Library · Lot 51 CC - Sims 4 Mods and Resources

 

Then you also have some mod that is screwing with the wants and fears system, probably because it is outdated. If you have and outdated version of wicked whims you have to update it, other wise look for other mods you have that modify wants and fears.
