So there's a couple of reasons this happens...

 

If you're using a lot of CC, the game can't really detect it all when it comes to babies. Thats why Default CC is helpful. It will replace the original content of the game with your default version.

 

But if you're using eyebags, face contours, eyelash cc, hairline cc, etc... So much of the CC we use isn't default and the game isn't going to apply it to newborns.

 

In my experience the only way to make kids look like their parents is to use limited CC, to make sure its Maxis Match, and to not deviate too much from what your default options are. One you go into the alpha realm and you're adding eye bags, eyes, hairlines, lips, face details, etc, it becomes unlikely.
