The packs appear as loaded, but do not show up in-game in the decorations menu.

Sorry, it looks like there was a mistake in the description. Search in "Paintings & Posters"

I cant find them in game anywhere. The mod list says it's installed.

Did a quick look into the packages, all of them requires DLCs, so that might be your problem...
P1&2 needs GP03 Dine Out, while P3-4 needs EP03 City Living. If you don't have those 2 DLCs, then these objects will not show up in your BuildBuy catalog.

Yes, PECO is right, the objects require the specified DLCs.
It was one of my first works and I seem to have missed it.
