In Sims4 Wicked Whims is there a setting or an extension that will allow teens to have sex with Young Adults or Adults?

It is. You have to download the helpfully named "Inappropriate unlock" and install in your WW folder. Then you manually allow teens to take part in sex/nudity in the settings. After that you can click in the teen in question and give them the "Post puberty" trait from the Wicked traits. This will stop the teen from suffering from acne and some of the other pains of going through puberty, but allow them to be old enough to have sex.
