Solo Watching Sex not working.

I haven't been able to get the Solo Watching Sex autonomy to happen.
I have the animations required. Even with the probability set to 100% it doesn't happen, neither to NPCs or Player Sims.
Even while doing it at home with a Sim that have maxed relationship it doesn't work.

I'm at a complete loss.
