Rust face bug. Many potential causes but incompatible texture resolution is it like 98% of the time.

Just search rust face on Nexus there is a guide & a mod that can fix it when it's not incompatible texture resolution.

This is mainly caused due to multiple face textures trying to change the face texture to theirs, but can also be caused by an incompatible texture resolution like slight_of_mind said, You should check if you have any mods that change the face texture, and see if they conflict with anything, say like another face texture, if so, disable the one you're not using or delete the face texture file if you're using a body mod + face texture mixed, which is what I did. But if you're using Real HD Face Textures 2k, then don't forget to get the LMCC patch.

Open console, selected player and type:

 

setnpcweight 35

 

See if that fixes it. Otherwise it is probably a higher resolution texture mismatch with looks compendium.
