All synths disabled?

Recently run into one of the strangest bugs I have ever seen. I'm going to give a little background and I'm hoping someone else has seen or run into something similar.

I have a save from Dec 4th where I was running through Vault 114 that I am using to test this, on that day Nick valentine was there, interactable, and I was able to complete the quest. I haven't downloaded a single fallout 4 mod since that time, and in fact have barely played the game since then other than on the 23rd I installed Screen archer menu Fusion girl and updated bodytalk and a few other minor gun mods.

 

I recently tried to continue the nick valentine quest but when getting to the agency I noticed he wasn't there. Fine, I thought I'll prid him and move to him. except I didn't move at all, according to the game he is right where I am. The problem is he is not just invisible, he simply doesn't exist at all. I tested this with a variety of other synths and this seems to be affecting them all. If I placeatme 100 nick valentines or synth assaulters I get nothing but thin air nothing to even interact with.

 

My immediate though was, ok lemme remove all the mods I installed yesterday I did that, no dice. My second though was to trace back my download history to see what I might have installed between when nick was last visible and interactable and see what might have caused it (I don't delete my downloads until it starts taking up about 200-300 GB in space so I have them all there still). And there is not a single Fallout 4 mod installed between Dec 4th, when valentine was last working and Now. I even checked my nexus download history to validate this and it came back with the same result. I haven't touched the game since the beginning of the month.

 

If it helps at all here is the list of mods I have installed since 12/4 this month (yes I use NMM deal with it).

have you replayed that save, its sounds like a game glitch or corrupt save, they even happen on the vanilla game with no mods, several times i have had a glitch, skyrim and fo4, no interaction with npc's, had to go back to another save, that particular one or before, Beth games are not the best as far as saves and normal gameplay

Yep, I actually thought it might have been because I was previously using gender specific skeletons before and I installed fusion girl, so I though since I had to remove an esp that would be causing the issue. But the issue persists on a new game without said esp. I even tried re-enabling that esp and reloading that save and this is the result.

Clearly the game seems to think Nick Valentine is there, and if you look at the save image icon he used to be, but alas.

verify your game through steam, something may be missing, on steam right click game, properties, local files, verify integrity

Nope verifying integrity did not solve it. I even tried unpacking the meshes ba2 for synths specifically and no luck.
