As far as I know there's no utility to debug stutter issues, so it comes down to doing it yourself as it were.

  1. Disable ENB.
  2. Disable SweetFX. (is this even a thing on SSE/AE?)
  3. Disable SMP and/or CBPC.
  4. Some outfits cause stuttering. Disable racemenu morphs in its ini file to test this.
  5. Check your ram and vram usage using some external tool, make sure neither is close to being full.

You said that this happens in grassy areas.  I don't know if this will help or not, but in your Skyrim ini, line 93, maybe try changing bAllowCreateGrass=1 to bAllowCreateGrass=0.

You also have different settings for the fGrassFadeDistance (or something like that) in your Skyrim ini and your Skyrim Prefs ini.
