Which game packs would be essential to run most WW mods?

None. WW works with basegame only really well. You'll miss some animations, but most animators try to keep it as close to basegame as possible.

If you want to own a nightclub or similar business, then you will need Get To Work.

Yeah. I originally bought the base game and Get To Work.

 

Then I went insane and bought another 30 DLCs. My GOD I need a life. The free base game and Get To Work - along with Wicked Whims and Nisa's Wicked Perversions (that mod still works fine for me) is all you need to have sexy time, a strip club, and prostitution. I don't use Basemental Drugs because I fucking despise illegal drugs.
