Faction Customization Mod

Hello 

I'm looking for a mod to allow me customize gender and race ratio for generic factions such as Imperial civil war soldiers , stormcloak soldiers , bandits and etc
i.e I want to make all imperial soldiers as females while making stormcloaks males only
or making all bandits male orcs something like this 
any leads ???
