Is there a way to disable push notification request? (The 'Stay up to date' message)

Sometimes when I click the button for my notifications, there's this big message (takes up most of the visible space in the dialog box) asking if I want to enable push notification to my desktop - something like that. I always say 'no' and go on to view my notifications. After a while, it happens again. I say 'no' again (or close it) and the message goes away until the next time.

It doesn't happen all the time but it is often enough that it's getting annoying. I NEVER enable push notifications unless it's related to the security of my computer or something. So I want to know, is there somewhere I can disable this message permanently from the dialog (or is it a pop-up) box when I want to view my notifications?
