There is a way, not perfect, but it works.

You got to have the AI outfit selected to a modded one, instead of the vanilla

 

For example:

I myself have mods installed in almost all costume slots for Kasumi, so if I change Kasumi's vanilla costume in all her costume slots by modded costumes at the fighter select screen, when she shows up as AI she will be wearing the modded costume instead.

Thx, that I already know. But then I need to select every character again if I close the game. If i play arcade I want everyone wearing random costumes.

Yes, this might work.

If I'm not mistaken it's possible to add additional costume slots with Ink reshuffle.
