Help with Crazy Bug

After completing the Morthal Thane quest I built the Hearthfire home and went to Dawnstar.  Now every NPC reacts, to my character.  God help us, this can't be happening, etc.  Same in Winterhold.  No one attacks just continuously reacts.  Killed a chicken and paid fine, no difference.  Had this happen before and restarted as I can't play when every single NPC reacts like that when I show up.  Was a Werewolf and cured my character. No difference.  Leveled up conjuration while in Morthal but nothing else.  No diseases and nothing showing in MCM under active game effects.
