Weird Issue with losing character controls (enableplayercontrols does not work)

Im having this issue where my character gets frozen in place or start moving on its own. I've tried everything i could think of to resolve this issue, disabling my character(then enabling), recycling my character, resetting the ai. and using enable player controls, even tried disabling, I have a feeling this is related to a mod as its only caused by my character being arrested by these npcs called red bunny mercenaries but the issue is i have no idea which mod adds them. 

I use vortex so i could only get modwat.ch to show my plugins: https://modwat.ch/u/akinine

If anyone could help me figure out the mod causing this or find a fix, it would be most appreciated.

Using SSEE I found the mod with the Npcs its Devious Adventures, just need to figure out a fix still

Try equipping a different weapon or spell. Then sheathing (put it away) and redrawing it.

 

It worked for me.

Sense I figured out the mod causing it i checked the debug menu for the mod and there's a specific button for enabling controls that fixed the issue. Thanks for all the help/suggestions!
