Crashing to desktop that early tends to be a "missing masters" issue.  Meaning, it is likely that you have a mod installed which needs another mod to be installed and you don't have that mod installed.  Missing Requirements would be another way to put this.

Do you have any notifications in MO?  If you have something in notifications about "Overwrite" that one can be ignored.  But if you have more than 1 notification there, it should be examined.  Also make sure you have "Buffout 4" properly installed, as it can give you a crash log that can be checked.  Installation instructions for Buffout is in the AAF 'Fucking Manual'  There is also a scanner for the log which can make some of the information more easily understood.

Unfortunately it's not the mods that are the problem, everything there is fine and as i said the problem continues even when no mods are enabled.

Did you ever use Vortex before, or manually installed mods directly to the data folder?  If so, maybe there is stuff hanging around in your data folder still.  Reinstalling / moving the game doesn't delete that stuff.  You'd have to actually delete the game folder from steam also.
