As I know that mod is for fallout 4 and not for skyrim. Actually Clothes pack 3, 4 and 5 were converted to special edition but As I know clothes pack 2 was never converted to special edition if that picture is from clothes pack 2.

I Found a forum link that picture included, might want to check this
