Smooth Cam-like Mod for TCL command?

After rebuilding my mod setup i came across this mod https://www.nexusmods.com/skyrimspecialedition/mods/41252 and that gave me idea. Imagine making video clips using such features - is it even possible engine wise?

Assuming what you mean here is just smooth camera motion, then as far as I know most people use <insert favourite console name here> controllers for this.
