Can someone please make a topless ammo Holster that's a clothing top layer and not a ring or mask?

I need one for one of my female characters. She's some kind of psychic warrior ninja that keeps her boobs always exposed. I can never find what I'm looking for anywhere and if I do it attaches to the completely wrong place.
