Cannot find the raiders Boss at Corvega Plant

I am to report to him as a hostage as part of the raiders pet mod.

Been walking though the plant 2 days game time ( about 3 hours my time.

Still no leader.

I looke  up in internet found out his name is Jared and he is ner the top.

I looked both outside on the roof and the high rafters and on the top of the inside.

No luck.

 

And its not like I can just leave and do other things as my collars is explosive if I leave the vicinity of the Corvega plant.

PS I read he online guides. One of them talks of an elevator, one of them makes it sound like he is outside , one of them makes it sound on the top inside...

Ok found him.

the key event was opining a door that I thought I had used before to go outside. But it actually lead to another part of the plant, where there was an elevator.
