No dragon (or other enemies) attack in the cities

So as the title suggests, there are any way to avoid dragon attacking in the cities? Im in a quest, and a dragon attacks and turn everything a mess.

- im using "run for your lives" but some npc still want fight and die meaningless

- they are in every city, like solitude, whiterun, riften, etc.

Frequency of dragon attacks and vampire attacks is set by the main quest stage for Skyrim and Dawngaurd. The further you are the more attacks that happen, until you complete the respective quest.

 

Attacks in cities are pretty much inevitable, but in my own experience it seems to reduce the frequency of attacks if you go kill some dragons out in the wild before you fast travel to a city.

 

I'm not familiar with any mods that reduce or removing attacks in cities, but I assume they exist.
