Is there any way to take a screenshot of 1920*1080 at 1280*720 resolution?

I do not know if this is the answer you are waiting for, I have the game set to 2160p but the computer resolution is set to 1080p, and the photos come out in 2160p anyway

Yes, I know the screenshots will be based on the game resolution and not the PC resolution, but my monitor is only 1080P, so I'm used to using a smaller 720P window mode for games to browse the web at the same time, so I want to use 720P to shoot 1080P resolution.

Go to Window Setting > Change resolution of your display. Here you can set it as high as you want, even 4k

Are you talking about VV or PC settings? If I select 1920 resolution in VV window mode, I get a window that occupies the entire screen. And VV's window mode can't be resized freely, so I usually choose 720P whose SIZE is not so big. But using 720P screenshots can only get screenshots of the same size.
I've tried using resize enable to resize the viewport, but the in-game cursor doesn't work properly after using it.

I'm talking about Windows setting. You can probably set up your second monitor's render resolution here.

My monitor size is only 1920*1080, so my window10 display settings have no options higher than 1920*1080.

1. buy a 4K monitor.
2. wait for someone else to make an app
3. don't do anything else when taking pictures

If you are using Nvidia GPU, There is a setting named "DSR" 

DSR supports upscale regardless of hardware monitor resolution.
