attacked by legion in Solitude

so ive been having this very weird problem for months now. Sometimes - and i stress sometimes - the imperial legion in Solitude will attack me on sight. in particular, the group of 4 or 5 practicing in the castle dour courtyard.

 

sometimes, they enter buildings and attack even when i went nowhere near that courtyard. using coc for example. When they do this, NPCs fight them. When they do this in the blue palace, EVERYONE attacks them in my defense. Solitude guards, falk firebeard, Elisif, everyone fights on my side until they are dead.

 

these rude dudes are named imperial legionnaire or something, though they are dressed and equipped like solitude guards.

 

i have no bounty in Solitude or elsewhere. the actual solitude guards greet me with the standard guard dialogue. they do not consider me a criminal.

 

the legion when i encounter them elsewhere are not hostile.

 

i have not engaged in the faction conflict at all.

 

if i attack a guard to gain a bounty, and immediately surrender, it has no effect on whether the legionnaires will be hostile.

 

the legionnaires will not accept surrender. they will attack until one of us is dead. Murdering them in public is not a crime and does not affect any solitude NPCs.

 

killing them all only solves it until they respawn. legionnaires attacking in interior areas appear to show up regardless of whether i have slaughtered the courtyard or not.
