Can you "park" a horse or stop it from following without losing it?

As the title says, how can I park, or leave a horse in a place without it following me everywhere? xd

I do not recall horses following me, but then again its probably been 10 years since I played unmodded Skyrim. You sure it's not a mod doing it?

 

As for not losing the horse, look into Call Your Horse 1.0.0.
