You know who you are. Troll every forum, whether it's a game you play or no, and post snide remarks with intent of displaying some superior knowledge of every subject. Ask your mommy for a cookie. Now, for the rest of the folks... We all know TS3 is a mess, and add a bunch of CC, is a worse mess... freeze ups, slow, whatever. Setting priority to "high" in Task Manager has helped for me. Problem is that either Windows or the game will reset back to "normal" after a while. This is NOT a cure all for everything that plagues the game, but I find it helps... here. Of course, read the page for yourself, but my take is it was made by a gamer so he or she could set game priority to "high" and not worry about reset. I have only been using this for a few days, but it seems to help a little. Probably will help with other games too, and I see no reason why you cannot set all games as high priority, since you really only play one at a time. 4

It changes the length of the internal clock tick, to make stuff that runs in the background run a lot faster. It doesn't mess up stuff like making time pass faster in your game, but it makes a whole bunch of other things much faster. For me, it seems to make the game load faster, and it definitely makes all the stuff in CAS or in buy/build mode load faster, especially when you have a ton of CC installed.

I have had that since soon after it came out, and being on MTS more now, I watch updates always. But, what I linked above, is more of an over all computer mod that allows YOU to set the priority of a game concerning resource allocation. As Microsoft on a gaming laptop (which most buy to play games on) runs it's background noise (programs) at the same priority as the game you want to play. Basically 1 bit of CPU, RAM, whatever, goes to your game, and the same goes to the other 35 things that Microsoft tells you that you need. The program linked, allows you to set the game priority to high (99% of programs run at "normal"), thus the game will receive preference to resources. This is the first program I have found that does this, and actually works with existing task manager. It should be noted that you can manually set priority thru task manager... HOWEVER... either Windows, or sometimes the program itself, may revert back to "normal". I actually used to notice when I would use the mouse to rotate the camera. Also to note, I read that setting anything to "real time" can create a bunch of issues! The program above only can set to high... maybe above normal also, don't remember without checking.
