I dont really what to call this issue. Weird blob effect?

The picture shows the issue I don't what is causing this as its affecting a base game child sim with no cc any advice?

Found the culprit file I believe only further time and testing will tell. it was "SonyaSims 17 CAS BACKGROUND.package" not sure when  this made it into my mod folder I download a lot of sims so..... also strange how it got applied to a base game sim but I am happy I believe I fixed it. Thought I would let the kind people of LL know the resolution incase it happens to them see if you have any CAS background mods as they are likely causing the problem.
