Using the Log HDTSkinnedMeshes you should have some clues . In general, either they are missing bones, or there are too many. Open your project in OS, navigate to Bones and use the panel as a guide . At least, that's how I find the flaws

 

In the list of bones you can try to insert  <bone name="NPC Root [Root]"/>  It is that of the Virtual Ground
