How to make adventuring outside Skyrim more interesting ?

There are some custom worlds like Rigmor Of Cyrodiil where after the mod quest ends, there are no more roleplay options left. Even Dungeons are very limited. So i am looking for mods that provide endless encounters, events and spawns even outside the Skyrim border.

Along with ROC, Script Free Ship Sailing is very immersive and also one of a kind and thus, its actually possible to sail around Imperial City, a bit like good, old Oblivion :)
