Chloe has disappeared during Bound in Skyrim quest and I can't find her. Is there a way to fix this?

Chloe is gone. I told her to wait at the Dollmaker's shop while I did some main Skyrim quests and well, I guess she hated it there because she is nowhere to be seen. Tbh, I'm considering freeing myself because I want to get the slave collar off as it interferes with other mods and such (not in a big way, just a minor inconvenience), but thought I'd try completing the quests for Bound in Skyrim. Guess not though. 

 

Is there a fix for this or am I going to have to free myself via the debug menu and in turn cancel the quest permanently? Kind of annoying having to do that but I don't see any other way.
