Combat Zone Panic CTD

Why does Fallout 4 panic when ever u mod the Combat Zone? I installed Frost and my game kept crashing near the Boston common at first I thought it was because of swan trying to spawn but with TFC I noticed that the crash happen when the game try to load the Combat Zone area, so I installed the combat zone restored mod and opened the game in xedit and deleted any record from frost that conflict with Combat Zone Restored then I uninstalled it and loaded the game and it worked, worked just fine this not the first time my game panics when I install a mod that change the combat zone, so why? what is so special about the combat zone that the game panic when I try to mod it? is there a specific record I need to avoid changing?
