How to restore "View File" button on mod topic post?

So I messed around with one of my mod topics main post (the post the button "Get support" send you to), and lost the "view file" button. Is there a way to restore it?

Also, when I upload a new version of the file and update the description, it doesn't update said topic post. Is it normal? What is the proper way to update a mod description?
