If you're using CBPC for your body physics then just open SKSE/Plugins/CBPCollisionConfig_Female.txt. and look for the [Extra Options] section. Everything you need for the belly bulge will be the first thing you see with convenient explainations of what each parameter does.
If you're using HDT for your body physics, though, you're on your own.

I did a bit of experimenting on this. unfortunately, that is your only choice as stomach Collison only exist in ether the dick of NPCs or the player's body.

 

Curranty inflation framework and fill her up is the most consistent way to enjoy stomach bulges. I'm interested in this too.
