Massive FPS drop when looking from one city's end to another

Hello everyone!

 

Been trying to figure out what causes the massive FPS drops when I look at certain areas. The problem shows itself very actively when I look from one city's end to another (for example, if I'm standing at the Solitude's city gates and looking forward, my FPS goes down to 30).

 

To help you better understand what I mean, I've made a small video:

 

 

So, any ideas what can this be? Am I right in my theories at all? What can be done in attempt to fix it?

 

Things I've already tried in this long-long run:

 

• Setting uGridsTolLoad to 5
• Disabling ALL my HD Textures mods (except for NPCs, but FPS drops even if there are no NPCs at the area, because I tested it an nights)
• Disabling ENB
• Setting the VideoMemorySize according to the guide in enblocal.ini
• Disabling LOD mods (there is only a tree lod mod I have

 

The PC I have allows me to play RDR 2 an mostly high graphigs with stable 60 fps, but in Skyrim something causes a massive drops and I can't figure out the reason...
