Mod like Pet Collar effect on equipped NPC but without DD requirement?

I like how when you equipped Pet Collar to NPC it make other NPCs around them make use of the service in a forceful way

 

So I planned to set up a jail in some city as a place where I keep some special enslaved NPC like Maven or Jarl Elisif or Femal version of Ulfric with Pet Collar and have other Male NPC constantly use them   

 

Still, I not sure I want to add entire DD mod just for that setup. Is there anyway I could set something like this up?

 

I have ZAP, Paradise Hall & HSH, displaymodel that can do most stuff I wanted except this. Any idea? Thanks!

 

Plus. Is there any known mod that can like add noise to NPC?

Like a piece of ring that when equipped will play set of sounds like sobbing, crazy but muted laughing, etc. I don't think it exist but it sounds pretty cool if pair with pose mod
