Customizing Settlers With Looksmenu

I have spent a lot of time over the past few days trying to find out why Looksmenu does not seem to work on Settlers.  

It is also not working with Commonwealth Captives, and I swear it did in the past.  I thought something was wrong with the game and started disabling mods, changing load orders, etc.

I am using Fusion Girl, so the Fusion Girl sliders in Looksmenu do work.  If you choose a preset you can see some changes to the face but can't seem to use makeup, change eyes, hair or hair color.

I tried disabling Unique Player and Followers but same state.  Can't change in Looksmenu other than body shape.  Any Named NPC, the player character, and followers Lookemenu works great, no problem

 

I guess this has been an issue since the game was released with the settlers with no names.  No name, no unique character id, so no Looksmenu.

Don't Call Me Settler had this fixed at one time but got broken by game revision updates.  

 

Spawnable Unique Settlers adds 1000 unique settlers that can be spawned and then customized in Looksmenu.  I must have been thinking of this mod when I remembered using Looksmenu with settlers.  https://www.nexusmods.com/fallout4/mods/27969.  This mod was really awesome when used with the button mod.  Just press a button and instant settler, but it has been removed from Nexus.  Not sure why the main mod is still there that the buttons were used for.  The only problem with this mod is it uses CBBE bodies and I would like Fusion Girl.  It uses and ESP plugin with no texture or mesh folders so I am not sure how to replace the bodies with Fusion Girl.

Registrator's  "Rename Anything" would allow you to rename settlers but probably no unique id.  https://www.nexusmods.com/fallout4/mods/22105.  

Another Registrator mod "FO4 Hotkeys" https://www.nexusmods.com/fallout4/mods/11664/.  This can use console command in a hot key, so may do in place of a button for settler spawns.

 

So I guess there was actually no problem because Looksmenu does not work with unnamed Settlers?  What about Commonwealth Captives?  I tried to use Looksmenu both before they were released and after.  Most have names with "Commonwealth Captives NPC Patch", but I could not alter any of them other than body shape.  Can anyone comment on this?  I swear I was able to before.  I am in the process of updating mods and thought maybe I broke something.

I found the post explaining why it's no longer possible with Commonwealth Captives, but I don't have any solutions unfortunately.

At least I know I was not going crazy in regards to Commonwealth Captives.  I unfortunately spent a lot of time tearing apart a perfectly modded game because I thought I did something wrong.  I really like customizing the settlers with Looksmenu.  Guess I will need to find another solution or maybe Commonwealth Captives will this ability again.
