Is this caused by script lag?

I am having an issue, that is getting worse the over time. NPC's, grass, terrain, trees, objects all take longer to load in even inside of buildings. Is this caused by script lag. I am running Sim Settlement Conqueror, and I know that can be very script heavy. I don't have a lot of texture mods installed, other than the Vivid series.

 

Any advice would be appreciated.
