A mod to enable and disable free will for specific sims

So basically on the biggest plot of land I have created a village with about 30 odd sims in a household. But I would like to treat it like it isn't a single household but rather like a village where I can play all households at once or just one. The rest I just want sitting at home mindlessly watching TV which only works without free will. But Sims 4 only allows Disabling free will for all or no one (+ that active sim thing).

So is there a mod that would allow me to enable or disable free will for specific sims?
