How to combine Rigmor Of Cyrodiil and Become Jarl of Ivarstead ?

These two mods - Rigmor Of Cyrodiil and LC Become Jarl of Ivarstead and Expansion - Ported to SSE are my most favorite and are some of the best Skyrim mods ever made. The first one allows Dragonborn to become "The Emperor", while the other provides various immersive tasks and responsibilities fit for the supreme, such as - 

 

Tending to day-to-day tasks, working with your nobility, feeding your citizens and governing laws, executing perpetrators and imprisoning criminals. Holding banquets and dances and other lavish events to enhance your reputation as a leader and a grand political figure. Will you be the benevolent ruler and save the innocents, punish the guilty and defend what is right ? feed your citizens and treat them well ? Or will you become a bitter tyrant that ignores everything and keeps on holding feasts while your people starve and die, while you watch it all burn ? The choice is yours.

 

Would love to combine their features so that after becoming the Dragon Emperor, i could access all the above options from the Ruby throne of Cyrodiil.
