ww Attractiviness system working for some sims but not for others?

For some reason , the ww attractiveness works for some sims but not for others (both having the same attractiveness values) . is there any possible reason for that? did someone also had the same problem ? i dont think the problem is a trait, since even removing all traits does not make it work.  dont think its a mod either.
