Idea for a mod that makes animation count only when needed.

This is a bit late to be asking and I doubt anyone will want to work on it until after the dust settles for Skyrim Anniversary Edition so, here goes nothing.

I have been coming across an animation limitation issue and I have actually been cutting back on the mods I grab so the idea came to me of a mod that only loads animations based off of the situation instead of all at once. I don't know if this is possible and I can imagine it requires scripting but, if it worked in a way where it would only load idle animations if you're idling or sex animations during sex scenes and then not process them when they aren't in use, it might help with loading and such. I'm not a modder at all and I don't know the first thing of how to do this but, I figured I'd take my shot and toss the idea out there and see if anyone wants to give it a try or can direct me where to even start so I can at least try my hand at it.
