Mod to make the setup text load faster

I know the mod is out there since i used it before but cant remember the name at all. what it does it speed up the text of the mods, the text that appears in the top right when ever you start a new game and it starts all the mods up, you could choose how long u wanted it to last and where it was on your screen.

 

any idea what the name is?
