Last Exception Help Build Mode is not working.

Looking for help from someone smarter than I. Haven't been on in awhile and updated mods but somewhere I am missing something that is causing my build mode not to work. All options are jumbled and overlaying one another. I have uninstalled Basemental Drugs and reinstalled the it as that has been an issue in the past. I'm missing something though. Help would be greatly appreciated.

Do you have TOOL or Better Build-Buy or any other UI mods installed? Those can cause that kind of issue. If you do update them or move them out of your mods folder, delete localthumbscache file, repair your game, and try again. Make sure all your other mods are updated to your game version.

If you have any CC fountains or fountain tools, they may be broken as well. That was mentioned specifically in your last exception. If you don't have any, then it may be just catching on them as a specific point that is causing a problem. Or I'm just crazy.
