Tullius Hair [LE] + Custom Races not working?

Hello, I've recently installed the Tullius Hairpack 2.0 ported to LE and to my dismay I found that it doesn't work for any custom made race, only the vanilla ones. For reference, I have almost 1,600 hairs to choose from when it's a vanilla race, but only 1,400 (est) for any custom race.

 

Is there any way for me to get this working for all races or is it vanilla locked?

 

For instance, I am running ZZJay's Epic Elves and they don't appear there.
