Normally yes.

You should export you character with this tool. That way you can also remove items and have a clean character later on.

Normally, you can use your character over and over with any new game you start. You just pick it up from the gallery.

The software i mentioned enables you to export it to a save location. It has tray information and possibly CC you downloaded. Yes, this can be imported for example in a new install of the game.

Check the gallery. You character will be there, unless you delete it.

I am not sure if you are asking if you can use your created sims in the future in later versions of the game (usually yes) or if your ask if you can use sims created with a newer version of the sims 4 in a game using an older version of the sims 4 (usually no as far as i know).
