Odd Graphics Issue by Solitude

After playing a game for some time I decided to fast travel to Solitude and I found the ground outside the city totally missing. I also noticed my follower and horse wouldn't fast travel to me there and if I teleported them to me they wouldn't follow me. I hadn't had any issues previously.  Long story short, I uninstalled/re-installed my game and mods and cleaned my scripts with Save Game Script Cleaner. Nothing helped so I ultimately decided to just start a new game since I wasn't far into that one. Started in Solitude with Skyrim Unbound and everything was fine. Some time later I fast traveled back to Solitude and found the same problem. Some experimenting later and I found if I start a new game everything is fine until I run a SexLabs animation (triggered with TDF Prostitution). The terrain bugs out after it. After bugging the terrain I decided to run to Solitude instead of fast traveling and everything was totally fine. Then I fast traveled away and back and my game completely crashed. I'm at a total loss here. Note I'm by no means a programmer and don't know how to create mods.  I'm hoping someone who knows more can help me out.

 

I'm using the latest versions of FNIS and SKSE. Vortex is my mod loader. I have Papyrus logs from standing around the corrupt area and the time I ran to Solitude and crashed the came.

 

No idea what's up with my Vampire abilities btw or if it has anything to do with this. I tried uninstalling Better Vampires but it didn't help so I re-installed it. I've been using Unbound to start as a vampire, if that helps. I haven't played a game long enough to really test my abilities, but I noticed in my original play through I couldn't feed from corpses.
