cant physically leave interior cell

so i use the pahe alternate start action choose winterhold inn and i just cant leave i walk too the door open it and im right back at the exact spot i was before opening it 

i remove immersive interactions so thats not the issue so what is causing and or how to solve it given that being stuck in an inn is rather game breaking

edit so it seems to only happen in the winterhold inn specifically leaving whiterun is fine
