Curious carriage horse bug

The straps on the carriage horses are randomly attaching to other actors.  I'm not sure why, or what mod might be responsible, but it's an amusing bug that happens seemingly at random.  These are the leather straps that normally attach the horse to the wooden arms of the carriage; here are pictures of them attached to my player model.

I've seen them attached to Khajiit caravan NPCs, one of those wedding Nobles heading to Solitude, to hold guards, and even one time I saw them attach to Aela at the beginning of a new playthrough when she's out fighting that Giant with the other companions.

With the straps are attached to my player model, I ran far enough away for them to despawn; but when I run back they spawned back in attached to my player.  I've seen the horse despawn randomly too when its straps are attached to an NPC; I assume that's happening because the NPC traveled outside the spawn distance (e.g. Khajiit caravan).  The only carriage I don't remember seeing this happen with is Windhelm, but that could just be random chance and not frequently visiting Windhelm.

Same here, every playthrough in my last 6 or 7 that I can recall. Nobody has a clue though?

No modlist because I'm a moron who can't figure out how to do it in Vortex and not coffee'd up enough to go googling yet this morning.
