************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

It's only heavy and complicated if you don't learn how to use it.

NPC Editor still works, the error, a few things that i can think of that caused it:

trying to edit a custom downloaded npc/follower

editing a character from dawnguard/;hearthfire/dragonborn

or you have installed Female Facial Animation which causes the npc creator to not work.

Exactly My point it still works so long as you don't try to use mods that are not compatible with it if you do crash city, It needs updated badly.  Example I can't edit any elves cause EEO is incompatible with NPC editor.
