Why can't I give the takao outfit as a gift to some girls

Hello guys！I'm a noob to this game.

When I tried to use Costume Customizer Mod, I found that I could only give Takao outfit to some girls such as Helena,Nyotengu,Tamaki,Hitomi.

But it's not on the gift menu for girls like Ayane,Kokoro.

I'm pretty sure I have a lot of Takao outfit and they're all unlocked,would anyone tell me why that happened plz?

Does it have anything to do with a girl's EXP. or something?
