Mods restart when I load a save

Everytime I load a save every mod I have acts as if I have installed them for the first time, I'm not sure if it's a single mod, or if I've hit some limit (I have sse engine fixes, which I think increases the plugin limit). I do sometimes get a message saying something like "Tried to import from file, but no file exists" which has no results related to skyrim for it on google

 

I'm not sure if this is the right file for the load order.
