I came in looking for one mod that I know will do it if you don't uncheck an MCM setting and found it: SexLab Sexual Fame. There's a setting in it that will dress NPCs according to their fetish personality. Check the SLSF Fame Comments mod page for a check list of SLSF MCM setting to toggle.

 

Ps. If it's not the cause: open the console in game, select the NPC that has a collar, type INV to pull up a list of what they have/are wearing and snag the ID of the collar. The first two numbers/letters will point to an esp from your list. If it points to something generic like Devious Devices then its likely the mod has DD as a master. Open XEdit, plug in the full ID from the collar. At the bottom of the right XEdit panel there's a tab "References" or something to that effect. That tab will show you what other records are referencing that specific collar. Would show you what other mods want to use it.
